Louisiana Natural Disasters and Human Trafficking Outreach Toolkit

This hurricane season, stay prepared for all types of hazards – including labor abuse, interpersonal violence, fraud, and human trafficking. The Governor’s Office of Human Trafficking Prevention, in collaboration with the Human Trafficking Prevention Commission’s Natural Disasters Working Group, created the Louisiana Natural Disasters and Human Trafficking Outreach Toolkit.

After disasters, traffickers may seek to take advantage of disaster survivors and vulnerable communities by exploiting them for commercial sexual acts and labor services. We encourage agencies and organizations to utilize this toolkit to integrate human trafficking response into your disaster protocols, and to raise awareness of the free, quality services that are available after a disaster.

Modeled after FEMA’s phases of emergency management, the toolkit includes: awareness flyers in English, Spanish, and Vietnamese; social media messaging and images; a client help card for direct service providers to disseminate; resource lists; and an implementation guide.
